The reason why many Roma are mentally ill is because in Roma culture it is permitted for sisters and brothers or cousins to marry each other or just to have sexual intercourse with each other.

Description
Geza Jeszenszky, Hungary’s ambassador to Norway published the above mentioned sentence in his textbook used for teaching at the Budapest Corvinus University (BCE).The sentence conveys a message that societal inequalities derive from cultural traits that are further stereotyped and stigmatised in the statement. In fact, various studies have demonstrated that the overrepresentation of Roma kids in schools for mentally handicapped is caused by mainly institutional reasons.
Why racist
The meaning of the sentence is clear, stigmatizing Romani culture on a pseudo-scientific basis and justifying structural inequalities by the promotion of cultural prejudices. That there is allowance of sexual intercourse between close relatives within the Roma community is a widespread prejudice in Hungary.
Lause stigmatisoi romanikulttuurin pseudotieteellisessä perusteella ja oikeuttaa rakenteellisen epätasa-arvon korostamalla kulttuurisia ennakkoluuloja. Unkarissa on yleisesti vallalla ennakkoluulo, jonka mukaan romaniyhteisö sallii läheisten sukulaisten välisen seksuaalisen kanssakäymisen.
A áltudományos alapon bélyegzi meg a roma kultúrát és a strukturális egyenlőtlenségeket a kulturális előítéletek terjesztésével igazolja. Magyarországon széles körben elterjedt előítélet, hogy a roma közösségekben megengedett a közeli rokonok közötti szexuális kapcsolat.
Stigmatizza la cultura rom su basi pseudo-scientifiche e giustifica la diseguaglianza strutturale dei Rom attraverso la promozione del pregiudizio culturale nei loro confronti. L’idea che all'interno della comunità Rom sia concesso avere rapporti sessuali tra parenti stretti è un pregiudizio molto diffuso in Ungheria.
Gre za stigmatiziranje romske kulture na psevdo-znanstveni osnovi in opravičevanje strukturne neenakosti s spodbujanjem kulturnih predsodkov. To, da naj bi bili v romski kulturi dovoljeni spolni odnosi med ožjimi sorodniki, je zelo razširjen predsodek na Madžarskem.
